Detailed WalkthroughEdit
After finishing the previous quest, Captain Thayer will tell you about the next prospect who doesn't want to enlist, a woman named Shuga. She thinks Shuga is a bandit, but due to their low numbers captain Thayer says she can't be picky. So, she asks you to talk to her. Talk to Shuga, who will complain about the quality of the smith. Bringing up the guard will annoy her more, and after asking why, she'll explain that she thinks the guards are weak, and that she runs with much stronger people like her boyfriend Goveled. She dares you to fight him, and promises to enlist if you win, feeling like that won't happen anyway.
Take the road south out of town, kill Goveled and the two unnamed NPCs, and return to Shuga. She will be impressed you killed him. She's not upset about his death as he was cheating on her with a bosmer woman and considers is an easy break-up. She will keep her promise however, and enlist in the guards. Return to captain Thayer, who assumes you failed. Tell her you didn't and she'll be surprised and the quest is completed.

- Even if you fail to defeat Goveled and get killed, the quest will continue as if you did kill him. ?

- Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
- Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in any order. Some stages may therefore repeat objectives seen in other stages.
