Detailed WalkthroughEdit

The Empire Tower is south of Aleswell, in Covenant territory. When passing by, your compass will lead you to an abandoned bag beside the tower. It belongs to a doctor currently aiding wounded rebels in Cheydinhal, a city deep in Pact territory on the other side of Cyrodiil. Bring the bag to Hilio Attius, who will reveal that he lost it while fleeing from soldiers. You will receive gold as a reward.
