The Festering Jewel is awarded for visiting the capital city of Lilmoth in Murkmire. If you have access to the DLC (either by purchasing it or having an ESO Plus subscription), the Wayshrine will already be marked on your map. The first time you visit, you will be rewarded with the Verdigris Haj Mota pet.
