Assemmus Todros is a Dark Elf Warrior and a thug of the Camonna Tong. He can be found in the Hlaalu Council Manor, and pays a pivotal role during the events of the House Hlaalu quest, The Waylaid Ship. It appears that a velk in the ship's cargo has caught the interest of the Tong, and if you enquire about it then he will make a full confession.
"Yes, that does interest me. Since you're going to die anyway, I can tell you this: we persuaded the authorities into impounding that ship, so the Camonna Tong could split the loot once the East Empire Company had lost interest in it. It wasn't too difficult with that stupid Redguard in charge of the case. Now you've heard enough, so prepare to die!"
Assemmus will need to be killed as a result of this confrontation.

- In the later quest, The Hearing, Mels Mathyn has dialogue referencing a peaceful resolution to your conversation with "my friend Assemmus", but this does not seem to have been implemented in game.
