Celendi is a Wood Elf Scribe found within the garrison of Andothren's Imperial Commission. Apparently something of a messy worker, her first greeting to you is an apology for the mess of papers around her - followed by a stern statement that she knows where everything is, so it should on no account be touched.
Celendi has a tangential role in the quest The Thief, She Kindly Spoke, as she is the one who processed a charge of murder against one Alynu Radrin, and can be persuaded to open up about Alynu's supposed crimes.
