Ervan Indrano is a Dunmer Smith and the leader of a group of builders serving House Redoran that have been contracted to build an inn in Omaynis. This is a situation that House Hlaalu's Tholer Andas finds unacceptable - Omaynis is meant to be a Hlaalu-governed town, and so during the events of Omaynis Inn you will be sent to put things right.
On your arrival in town, Ervan is leading his workers on a strike over pay - and takes a dim view of Hlaalu attempts to wriggle out of it. You can either buy him off, persuade him that taking money from House Hlaalu would be incredibly shameful if news of it reached back home, or convince his comrades that he has pocketed their money - in which case they will beat him up. Regardless of your method, Ervan does not remain in town after the end of the quest.
