Tholer Andas is a Dark Elf Noble and a Councilman of House Hlaalu. As such, he is the pre-eminent noble of the grand port city of Andothren.
Andas' influence is felt over much of the city's affairs. The Fighters Guild is effectively in his pocket, to the point where you will be assigned to take orders directly from members of the Andas family towards the end of the questline. His influence over House Hlaalu in the city is also strong, but not absolute - he faces challengers such as Milns Lloran, who resents his creeping influence and is beginning to take a stand against it. Tholer has little patience for opposition, or incompetence:
"Frankly, it angers me when people fail to execute my orders. Like the kidnapped courier. He wasted my time and my resources. But -- and you must understand this -- this disdain isn't only reserved for my retainers. Take the Orc brothers, for example. They thought they could steal and demand ransom from me. From me! They had no idea who they were dealing with. No proper planning at all. That offends me, personally."
As expected for such a high-ranking member of House Hlaalu, Tholer is canny with his coin, and has been introducing payments in Hlaalu Company Scrip in the mines he own. One such is Ushu-Kur Mine - a facility that he takes great interest in until its usefulness has expired, after which Tholer has no qualms about laying off the miners, no matter how penniless they may be. The Councilmer is also not above using the scrip in his donations to the Temple during Andothren Charity, and it may be assumed that the proceeds from those donations being spent (only at House Hlaalu-approved vendors) ultimately filters back to him.
Mines appear to make up a fair part of Tholer's business, although during Omaynis Inn he does diversify into drinking establishments for miners. He is also known to rid himself of mines when they run barren, and takes little issue with inflating the value of Anbarsud mine and selling it to clueless legionnaires, although this course of action ultimately arouses the ire of the Orlukh Clan, who will commission you (as one of them) to put an end to Tholer's life.
Besides Tholer himself, the Andas family comprises of his deceased (and much missed) wife, Sathasa Andas, his cousin Gelvu Andas at Ushu-Kur Mine, and also potentially Athando Andas, a high-ranking Hlaalu who appears to be in cahoots with a Camonna Tong scheme. It is with Sathasa that Tholer's true vulnerability lies, for among all the many precious things within his vault (including the Daedric artifact, Namira's Shroud), he keeps her perfectly preserved corpse. It is towards finding the power to undo death that so much of his vast wealth - callously earned or not - is now turned.
