Milns Lloran is a Dark Elf Noble and the owner of Lloran Manor in Andothren. The manor itself is overflowing with flowers and other plants, with Milns clearly taking pleasure in horticulture. She takes less pleasure in other things however - in particular the creeping power of Andothren's Hlaalu Councilor, Tholer Andas. As she puts it:
"Serjo Tholer Andas is practically the owner of Andothren, and probably the wealthiest man between the Thirr and the Velothi Mountains. But don't think he has earned his wealth honestly. Since you're working for him, you will learn this soon enough, and also how he treats his friends, as well as his enemies. Trust me."
Milns thereby acts as something of a counterweight to Tholer during the latter three House Hlaalu quests in Andothren. In Omaynis Inn she makes a point of hiring workers not in his employ, offering them to you to assist in the inn's construction for a hefty 500 gold. Fittingly for a Hlaalu noble, she is disappointed if you fail to haggle.
The noblewoman later seeks your help in The Reverse Rescue, hoping that you will aid in the rescue of Terani Deroth - a banker who had been looking into Tholer Andas' finances. You may choose to either ensure that the rescue mission succeeds, or sabotage it from within on behalf of Tholer.
Milns' final appearance in the questline is during The Hearing, where she has cast her vote to turn one of Tholer Andas' agents over to the Camonna Tong. She may only be induced to change her vote via blackmail - with this being achieved with the discovery of a note detailing Milns' Plan within her very own manor. The note reveals that she has been plotting to kill Tholer for some time, and the quest closes ultimately with Milns' arrest.
