Fulmenia Crassian is an Imperial noble who can be found on the ground floor of Soanix Manor in Old Ebonheart. She is a lady-in-waiting in Leyawiin and a guest at Ruma Soanix's birthday party. She only appears during the Thieves Guild quest 'Happy Birthday, Ruma Soanix'.
