Ithis Randaro is the Dark Elf head of the Shipbuilders and Sailors Hall in Hlan Oek. He has an additional and somewhat less well-known role as an Old Man of the Camonna Tong, operating under the auspices of the local strongman, Lloden Dadrys.
Given the movement of illegal goods through the building, it seems that the hall and warehouse are a front for the Camonna Tong's criminal activities. Ithis himself has ordered his people to keep an eye on a ship currently undergoing repairs by the shipwrights of the hall. This vessel, the Brave Coda, appears to him to be a prime vector for smuggled skooma, and during High and Dry he will offer you a reward if you will only distract the ship's watchful crew.
