Nivis Serethran

Nivis Serethran is a Dunmer priest and the master of Hlan Oek's Temple. Nivis is an individual greatly concerned with protecting the numerous pilgrims that pass through the town each day upon Veloth's Path. He is at once aligned with the Camonna Tong - accepting the worship of many of their members, and the donations of the local strongman, Lloden Dadrys - and yet is also willing to stand up against them. It is Nivis who has had the Temple provide beds to passing outlanders, given the absence of other options. It is also Nivis who places a repentant Tong thug under the Temple's protection during A Change of Heart, although the deal he would have you strike with Lloden will also return an escaped slave to its owner - a proposition that the Temple master finds perfectly reasonable.

It is Nivis who also seeks the return of a sacred artifact supposedly from the time of St. Veloth - the Crook of the Crossing. That this artifact is assessed by Aeyne Redothril to be a likely fake does not seem to concern him, but he does appear to sincerely believe in its spiritual significance, while also being pragmatically thoughtful over how to prevent it from being pinched again.

The master of Hlan Oek's temple does on one occasion express the hope that you can prove the more prejudiced members of his community wrong in their views of outlanders, but perhaps is also referring to himself in that statement. For if you prove unwilling to comply with Dunmeri traditions, Nivis's more suppressed prejudices come out. For example, if you are expelled for killing Lloden Dadrys during A Change of Heart, he can exclaim that it was a mistake to ever let outlanders join the Tribunal Temple's fold.
