Rulene is a High Elf slave found within the canton city of Almas Thirr. She claims to have once been a priestess of Xarxes in Alinor, and the manner of her enslavement is unclear. At the time of your arrival she is held within a pen in the Canalworks of the city, and (along with three others) is under suspicion of being a Hlaalu spy. The slave trader outside the pen, Davor Indri, will commission you to investigate.
In truth, Rulene's tale has holes, and she will confess to being a spy for House Hlaalu.
