Detailed WalkthroughEdit
Queen Arzhela asks you to meet up with Glarikha and Jarnot. Unfortunately, when you get there, you find that they're both already dead. However, another crow is present to talk to - and will reveal herself as an avatar of Uela the Hagraven. The Duke had previously suggested he had a deal with the Reachmen, but it appears that Uela thinks the Imperials are as bad an enemy as the people of Evermore and is quite prepared to sell them out (obviously expecting them to not hold up to their end of the bargain with the Reach - after all they have no intention of holding up their end of their bargain with the Duke either). She will suggest that you find the Imperial spies around the city - and confront them, but not kill them yourself.
When you confront three imperial spies - all of whom are engaging in a mix of persuasion that Imperial domination would be better by comparing it to the Reachmen, and a few Suspiciously Specific Denials of various allegations of Imperial malpractice - they will argue back to you, but the argument won't get very far before they are suddenly pecked to death by clouds of crows.
The weapons cache you found earlier has apparently been moved to a back alley. Investigate it there, to discover a note from the Duke to Captain Hjurrun, ordering him to eliminate you because your investigations are proving inconvenient. Hjurrun will immediately show up and you'll have to kill him.
Afterwards, go back to the castle where you will find the Queen back in charge in the main chamber, and no sign of Duke Renchant. However, he hasn't gone far: he's downstairs with only a couple of guards, who will go down easily. Renchant himself will not fight, and insists that the decision he makes was for the city's own good. Queen Arzhela will ask you whether to execute or spare him: you may decide either way, or leave the decision to her. If you take the latter option, she will not only decide that he must die for his treason, but stab him herself.
When you meet the Queen outside in the yard, she will be taking charge of the city and its defenses again. The Mysterious Crow will announce that the truce is off, and Uela is now your enemy once again. If you have not already started the next quest, Beyond the Call, then talking to Arzhela will start it (via the mini-quest Leading the Stand): if you have started it independently, the conversation may conclude in an apparently inconclusive manner, but talking to her again will suggest that you should head to Northglen (which is where that next quest is situated).

It seems the crows in the city are representatives of Uela, the leader of the invading Reachmen army. Uela wants to stop the Imperials as badly as I do, so we struck a bargain. I will find and mark the Imperial spies. Her crows will attack them.

With the help of Uela's crows, the Imperial spies have been dealt with. I should now investigate the weapons stash in the south alley that I heard Captain Hjurrun talking about.
