This one is very quick: simply talk with High King Emeric in Evermore Castle, just after completing the previous story quest. He had originally come for another purpose:

"I've brought as many Lion Guard as I could muster. We were hoping to spill some Reachmen blood for old times' sake, but the Imperials will suffice."

He'll ask you to meet Scout Nadira just outside Bangkorai Garrison. Meet her there (she'll be near Emeric when you arrive) to conclude the quest.
