Manthar the Watchful is a Nord Enforcer found north of a bend in the road between Karthwasten and Vorngyd's Stand, just behind a rocky outcropping. He, along with Solkir Yellow-Archer and Ramheim Long-Scream, have been hired by Rolic Gilded-Shield to sabotage Ildos Norvor's caravan route.
