Pick the wrong choices?
I've had experiences with wandering Justicars where no matter what I said to them, they didn't believe me and attacked me immediately. All of the dialogue options led to this confrontation. "I worship Talos!" *attack!* "I don't worship Talos" - "You're lying! *attack!*" "Whatever" "You look like a heretic to me *attack!*" It's possible that it's because my character is Dunmer... but I kinda doubt it. - It might depend on faction disposition or whether they're escorting a prisoner. When I first started encountering Justiciars they didn't attack me on sight unless I got too close for too long. I think I talked to a male altmer and he let me go, but that was very early in my game and the first time I tried talking to a Justiciar. They were escorting a prisoner. - I was attacked on sight too, around level 15, when I hadn't even advanced much in the main quest. Maybe it was because I had activated Talos's shrine in Whiterun (and still had the blessing). Rowena 15:04, 17 December 2011 (UTC)

(←) My personal theory is that the Justicar can tell what shrine you were most recently blessed at. I used to use the Talos Shrine in Whiterun to remove disease and get whatever benefits the blessing gives. The Justicars didn't like me. After I stopped using that Shrine, they don't seem to have a problem with me. Could also have to do with the Amulet of Talos. - Brongar98.163.4.39 03:24, 1 January 2012 (UTC)
- The "wrong choices" dialogue only comes up if you decide to provoke the Justiciar by talking to him again after he tells you to get out of his way (all choices will have them attack you regardless). In the first set of dialogue, he or she is pretty much giving you a warning to get lost, before the second set will pretty much have his/her group attack you.
- It's probably because of the execution order trigger that makes them hostile all of the sudden. I have blessed myself at a Talos shrine, but the Thalmor still remained passive regardless, even when I had the amulet of Talos on. It has nothing to do with shrines, factions, or any of that. It's triggered solely by talking to him/her a second time after being told to leave. My theory is that they're just using the power and freedom given to them by the WGC to do whatever the hell they want... such as killing you for being a "heretic" when all you've done is annoy them a little bit. - I'm level 58, and have killed Thalmor at Northwatch Keep and Thalmor Embassy. Haven't gotten the execution order yet. Unless you mean that female Khajiit in Riften. I did initially choose the stormcloaks, though. then switched to the empire in the Jagged Crown quest. ForsakenOne 15:44, 31 December 2011 (UTC)

- Level 13 Argonian. Never interacted with the Thalmor before. Never left the starting area between Riverwood, Whiterun, Falkreath, and Hunters Rest (i.e. the area around Lake Ilinalta). Never did ANY of the Dragonborn quest, didn't even talk to Gerdur in Riverwood. In fact, I've done almost no quests at all, and the only dungeons I have been in are Moss Mother and Embershard. I did kill Anise after she attacked me when I went in her basement. Otherwise I have gathered, mined, hunted animals, killed bandits that attacked me, killed the old orc who randomly spawned wanting honorable death. Despite all this, I was attacked by a group of 3 Thalmor near Hunter's Rest with an execution order for disrupting their activities. It almost seems like trying to stay out of things means you're a trouble maker and need to be hunted. There is no good reason for this attack to have triggered. (←) Has anyone accepted the quest in Whiterun where you need to go rescue some Gray-mane's brother from like Northwatch Keep? - I think what it said in the description is incorrect, the thalmor don't even write an execution order even after the completion of diplomatic immunity (possibly bug but unknown); actully I don't believe there's an actual trigger here, I've played the game several times but the execution order seems to occur at random events, probably depending on your level. In one game, I didn't even start the horn of jurgen wind-called quest or kill any of their soldiers but the thalmor attacked me anyways (at level 35) and remained passive in one game despite completing diplomatic immunity, missing in action, and even intentionally slaughtering wherever they are (but I was level 28) — Unsigned comment by DelosFandas (talk • contribs) at 03:38 on 25 January 2012

- No, it seems to be either completely random or based on some unknown trigger just like the random Dark Brotherhood assassins. I've had some of my characters attacked by the Thalmor for no discernable reason, and others never see them despite killing a couple dozen Thalmor in the Embassy and the Grey-Mane rescue mission. I even made a return trip to the Embassy to clean out the barracks with my 2H Nord and at level 40 he's still never seen them (or the DB assassins for that matter). (←) I haven't done any quest lines, and I still got attacked. The only real quest I've done is Dragon Rising, the first main quest. I'm wearing full Imperial armor and have wiped out one of the Stormcloak encampments. There's absolutely NO reason for them to have attacked me, but they have. Lord Irvine 14:56, 26 June 2012 (UTC)

Disappearances

Imperials and the Thalmor
I think there is something mysterious going on between the Imperials and the Thalmor. Imperials seems reluctant to talk about them. For example asking Legate Rikke her opinion on the Thalmor she snaps: "This conversation is over." - It's probably because the Imperials hate the Thalmor just as much as the Nords, although they try not to say it. - The imperials were strongarmed into the white-gold concordat. They don't like the ban on talos worship anymore than the stormcloaks do. However, they realize the reality of the situation, and are simply trying to buy time to regroup. Definitely a possible plot thread for a DLC or even a future TES game. An uprising by the Empire to overthrow the Dominion would make for an excellent TES: VI, I think. Either way, I hope that Bethesda decides to have more in-game explanations of all the ways that the Thalmor have been manipulating the Empire in order to break it apart, like what they did to get the Stormcloak Rebellion started in Skyrim. Disappointment
It's sad that despite their claim to fight in the name of 'mer supremacy' only altmers are part of the Thalmor in the game(and apparently, even in the lore). Do they care if you wear an Omelette of Talos?
What about if you wear the omelette and you have no clothing item (making it easier for them to see it)? Do they get offended? Thalmor v. Stormcloaks
Anyone else seen the groups of Stormcloaks engaging groups of Thalmor? I encountered one down near Falkreath. I was the only survivor, but while I got a bounty message, I then had another message after I finished off the last Thalmor that flashed past too fast for me to see it. No bounty at the end though. Thalmor and Sneaking
I'm under the impression that Thalmor have some sort of radar or heat vision, as they tend to notice me muffled, (sometimes invisible) with 100 sneak and a full sneak perk tree from behind, in the dark, and from a good distance away. Compare this to other leveled enemies, who I can sneak right up behind or on the flanks without any trouble (muffled, NOT invisisble, full sneak, in moderate light). - Now that you mention it, Northwatch Keep and Thalmor embassy have been the top two places where my sneaking barely works. My sneak was at around 74 at the time, with the one rank of the first perk. Everywhere else it works fine. At those two places, if they have line of sight on me, I soon get spotted. In other places and with other enemies, I can get almost near enough to sneak attack with an axe.ForsakenOne 16:00, 31 December 2011 (UTC)
- Well, I haven't visited their tower (And will now be doing so to double-check tomarrow if I remember) but on their wandering patrolls I was able to backstab one of them before being noticed, 4/5 Stealth and Dark Brotherhood Boots (muffled and silence being the revelence here). Joining the Thalmor
Is there anyway (short of using console commands on the PC) that a player can join the Thalmor? I know that donning the hooded Thalmor robes while in the Thalmor Embasy will cause them to mistake you for a Thalmor (as an Altmer that is), but is there any way to actually join the faction? - You mean like an entire regiment of the Thalmor or the Aldmeri Dominion itself? Justiciar or Justicar?
Are the NPCs called 'Thalmor Justiciar' or 'Thalmor Justicar'? This has been changed and changed back in recent days. The links (such as the link to the Execution Order) all use 'Justiciar', so I've changed all remaining instances of 'Justicar' on this page. --Gaebrial 07:42, 14 February 2012 (UTC)
- In-game, the NPC is a Justiciar. I'm pretty sure it's spelled properly in other places, but I don't have the CK open right now to check what those places might be. :) (And on my machine, opening the CK and loading Skyrim.esm takes a few minutes.) – Robin Hood↝talk 07:50, 14 February 2012 (UTC)
Thalmor and Stormcloaks

Random Thalmor attack
Hey, how's it hanging? Well, now I've been having problems with these cantankerous little swines. I have befriended Ondolemar, I have never done any quest involving Elenwen, I have not done Captain Valmir's quest and I have only ever spoken to Ancano once, and that was scripted and for some reason these irritating pompous guys keep on attacking me! The Thalmor Since Dawnguard
I started a new character prior to Dawnguard and he was attacked constantly by the Thalmor starting at Level 5 (as was my previous character) up until Dawnguard became available. I completed "Diplomatic Imunnity" and "Season Unending" after installing Dawnguard, but I have only seen one Thalmor patrol in that time. Have the Thalmor been been put on hold as a part of Dawnguard? I would also add that the Dark Brotherhood also stopped assailing me after I brought Serana to her father.
