Eraven Arns is a Dark Elf Agent working in Hlan Oek's Shipbuilders and Sailors Hall, where he logs incoming and outgoing ships and cargo. It has lately come to his attention that a cargo crate marked as delivered has not in fact arrived, and he suspects it has fallen into the Oek River in transit. Too proud to get his feet wet on what he claims to be a hunch, he will dispatch you to complete the search.
It turns out that the crate in question is filled with illegal Dwemer items, a fact which Eraven certainly knows. He remarks that you obtaining it has saved his hide, suggesting that others were expecting the contraband - most likely Eraven's immediate boss, Ithis Randaro of the Camonna Tong.
