Folstar the Whaletooth is a Nord barbarian and impoverished personality living within a small house in Firewatch. He is one of the individuals that Imperial Legion officer Vycius Pitio will command you to shake down for fines, during the events of Taxing the Poor. As a result of this altercation, Folstar may be sent to jail - and will appear there after the quest is complete. Alternatively, Folstar may offer you his boots in lieu of gold, which he has none of.
You may also enter combat with Folstar, killing him over his inability to pay.
