Noga-Togroi is a Daedroth encountered during the events of A Coldharbour Keelhaul. In this it demands the return of a Daedric artifact known as the Soul Anchor to the shrine at Baelkashpitu. He will also order the death of Devas Terano, the Dark Elf who had you steal the Soul Anchor in the first place.
Failing to meet these conditions will see Noga-Togroi attack you on your next encounter - one that is practically guaranteed as the Daedroth will teleport you to it once three days have passed.
