Otrebus Delagia is an Imperial crime lord who has recently set up shop in the Morrowind city of Old Ebonheart, where he maintains a home. While he appears to be operating on orders from "the big bosses back in Cyrodiil", he still wields a considerable amount of power himself - having numerous goons at his disposal throughout the Thieves Guild questline.
