Janonia Melitus is an Imperial Noble and the Imperial Magistrate for Andothren. She can be found within the city's Imperial Commission, and features in two quests concerning breaches of Imperial Law. Janonia appears to be firm in her adherence to the Armistice that permits Imperial presence in Morrowind:
"The terms of the Armistice are quite clear, and we are a tolerant Empire. While we are in Morrowind, its laws and... "superstitions", as you call them, are respected as if they were those of the Imperial City itself."
