If the axe is found and given to Atran Oran outside of this quest, you will be rewarded with 1000 gold (and +5 Hlaalu reputation if you are a member of the house).
The gang in Runat are also the target of an Andothrenbounty, and 600 gold can be collected from Agronak gro-Dumag in Andothren's Imperial Commission: Garrison in the event that all members are killed.

Councilor Atran Oran's ebony battle axe was stolen by a group of bandits while under Feldril Sathis' watch. He wants me to track down the bandits and recover the axe. The bandits supposedly passed through the Armun Pass Outpost. The governor thinks I should start my investigation there.

I was told that the suspicious group of travelers tried to sell Bala Dralor an expensive axe.

Bala Dralor told me that the a group of travelers dressed as Hlaalu guards tried to sell Atran Oran's ebony battle axe to her. She couldn't afford it. The bandits then left in a hurry. She believes one of them mentioned a place called 'Runat'. Dralor says she doesn't know where it is, but maybe someone at the outpost does.
