Bal Fell is a Daedric ruin found in the Azura's Coast region of Vvardenfell, east of Vivec City.
It is a shrine built over an ancient center of Sheogorath worship long ago. Spiders, both natural and man-made, such as the Mind Spider and Mind Control Spider, can be encountered in the ruins.
It is not marked on the map, but is one of the locations you need to visit for the Daedric Explorer achievement. The book Investigator Vale in Vvardenfell is located here.
