When asked if he has any duties for you, famed Mages Guild Enchanter Malvyn Tinur atop the tower of the Narsis Mages Guild will give you a Scroll of Tinur's Hoptoad (his own work) to deliver to Nelvana Omothan.
Find Nelvana outside the Hall of Farmers and Laborers in Narsis' Market Quarter. Watch her test the scroll (and vanish into the stratosphere). Then return to Malvyn to tell him what happened.
