There are 19 beggars in Cyrodiil: five in the Imperial City and two in each of the other major cities. In order to receive master Speechcraft training from Tandilwe, you must find and talk to each of them. The beggars are the eyes and ears of the Thieves Guild, and with a handful of gold can be convinced to help you with any Thieves Guild quest you may need help with. They can also be persuaded to clue you in on how to contact the guild. Shivering Isles adds a couple of beggars in New Sheoth. They share rumors relating to the Isles and are involved in side quests, but are completely unrelated to the master Speechcraft training quest.

Beggars are the only NPCs in the game who carry Diseases. Aside from their names, races, genders, and diseases, the beggars are essentially all identical, right down to their dialogue. Here is a complete list of all of the beggars and where to find them.

NotesEdit

  • Larthjar the Laggard is also a member of the ICBeggars faction. However, unlike the other nineteen beggars, he is not a part of the Speechcraft Master Training quest and he does not carry any diseases. He is the only NPC not in the preceding list who is a member of any of the beggar-related factions.
  • One beggar named Lichal, who would've lived in the Arena District, was removed from the game. His existence is confirmed through his sleeping mat which still remains.
  • If you use a Cure Disease effect on a beggar, it will get rid of their disease permanently.
  •  The Xbox 360 version uses different voice files for the beggar voices, where Wes Johnson and Catherine Flye use the standard Imperial voices.    The PC and PS3 versions, however, use unique accents for these lines.
