You'll start to encounter True-Sworn guards here. If you die here, you'll lose the fancy clothes you got from Percius Loche (not that you'll get to keep them past the end of the quest anyway).

Kynreeve Dezerog is in the torture chamber in deepest section of the inner keep chambers. There are Dremora and Scamps in the cages here.
