Alchemist Writs are available to anyone who completes the Alchemist Certification quest. Every day, you may pick up the Alchemist Writ quest from the Consumables Crafting Writs boards. These boards are located in the major cities of the five Alliance zones, as well as some of the neutral zones. The delivery locations used to depend on writ level, but since Update 16 you can deliver writs of any level to any of those locations:
Below is a list of Crafting Writ boards and quartermaster locations. Master Writs can only be dropped off in the capital city of an alliance. Some cities offer better placement of pick-up/drop-off points, stations and the bank (if needed) - resulting in faster completion of numerous writs. Notable locations are highlighted:

The items needed will always be one potion and three raw materials. The level of potion you are required to craft, as well as the level of the reward you receive, is dependent on your rank in the Solvent Proficiency skill. The items needed (as of Update 18) are summarized below:

This list shows the combinations of ingredients needed to create the potions for these writs. (Note that some other combinations may be possible, but will produce potions with extra effects.)
Once you have completed the writ, you can head to the nearest item depot to deliver the goods:

The response from the crate is selected from one of three responses based on your alchemy level.

Level 2:
- <Alliance quartermasters have left a vessel of Alchemy supplies and a note of thanks.>
"Not every hero wins glory on the battlefield. Champions are born at the alchemist's table, too. Thank you for your service." - <Alchemy supplies fill a vessel to the brim, payment from the military's quartermaster. A note is attached.>
"Every soldier you save should learn your name, friend. May the Eight keep and bless you for your good works." - <The military provided a vessel of Alchemy supplies as payment, along with a note of thanks.>
"The next time the lads and lasses charge, your goods will clink in their rucksacks. Think of that next time you sit down at the bench." - <A well-worn vessel of Alchemy supplies sits in the chest as payment, along with a note of thanks.>
"Your dedication to the Alliance does you proud, crafter. By completing this order in a timely fashion you support our troops. Thank you."
Level 3:

This writ is from the Orsinium Civic Renewal and Vengeance Committee, needing more supplies but wishing to not shame their alchemists. I've been tasked with creating an Essence of (Health/Magicka/Stamina/Ravage Stamina/Ravage Magicka/Ravage Health) and acquiring some (alchemy reagent/solvent) in order to complete my contract.
