A number of clothing artifacts are introduced by Tamriel Data for use in its dependent mods.
Artifacts are specifically defined as anything with a unique appearance. This is opposed to Unique Clothing, which is defined as those which there is only one of, but which have the same appearance as other generic items. Unique clothing is typically added by the mods that rely on Tamriel Data rather than Tamriel Data itself.
Charge/Cost = Uses indicates how many uses on average you can get before needing to recharge the clothing (or wait for it to charge on its own). Note that the Cost depends on your Enchant skill, so your results may vary.
The Amulet of Bats is a necklace associated with vampires, which inflicts a sun damage effect on the wearer in exchange for constantly restoring their fatigue. It is presumably a reference to the Elder Scrolls V: Skyrim artifact of the same name.

Blind Stalker Amulet
The Blind Stalker Amulet is an artifact that is planned to appear in association with the Blind Stalker goblin tribe in a future Tamriel Rebuilt release.
The Horn of the Wild is an enchanted horn capable of summoning a wolf pack to aid the user in battle. It is planned to be included in a future Tamriel Rebuilt release and does not appear within current release areas.
Starfrost is a mystical necklace that provides considerable protection to the user. It is inspired by the mysterious Starfrost that appeared in the Dawnstar game.

The giant gemstone named the Stone of Septimia was looted from a Tsaesci triple-decked riverboat during Uriel Septim V's invasion of Akavir, as per the note next to the artifact in Firewatch College's museum wing. It disappeared after the disaster at Ionith, only to reappear without explanation on a Bosmer's mantelpiece in Bravil. From here it was briefly reposessed by the Septim imperial line, before being ultimately moved to Firewatch in Morrowind at the behest of Uriel VII.
The Totem of the Kushimmu is a protective amulet that shields the wearer from poison.
It is planned for a future Tamriel Rebuilt release including the Kushimmu Ashlander tribe of the Grey Meadows, and will therefore likely be a reward for their Nerevarine quest.
The Fetish of the Ishanuran is a prized possession of the Ashlanders of the Ishanuran, and is granted only to the one who proves themselves to be the Nerevarine. You may offer such proof during the events of Ishanuran Nerevarine.

Sash of the Obainat
An artifact of the Obainat ashlander tribe. It is given as a reward for the quest Obainat Nerevarine, which you may undertake as part of seeking to be proclaimed the Nerevarine. It is unclear to which tribe the sash originally belonged (the Obainat having been formed out of several groupings shortly before your arrival).
The Crusader's Ring is a ring which boosts some of the skills associated with the Crusader class when worn. It can be found within a chest belonging to Duchess Perulia Jandacia in Firewatch. The chest is present within the Ducal Chambers of Ember Keep.
The ring features in the quest Pilgrimage to the Shrine of Forgiveness, and can be found on a table in the Penitent's Cavern, in the Monastery of St. Aralor, Roth Roryn.
The Ring of Bloodlust is a ring that strongly fortifies your attack at the cost of increased vulnerability to normal weaponry. A ring of the same effects and name has appeared in Skyrim's Dragonborn add-on. However, as the Skyrim version reportedly was created by Hircine during the events of Bloodmoon (see Rings of the Werewolves), Tamriel Data's ring is likely to have a different origin story.

The Ring of Champions is an artifact that constantly strengthens your agility, endurance and strength.
It appears on the Corpse of a Champion, which lies in Necrom's catacombs. Enter the Catacombs: Depths in that city and seek out the northeastern chamber (it lies above a cavern) to find the sarcophagus on which the champion is laid.
The Ring of Elfborn is a unique ring that strengthens your magicka pool. It is held by Hyaril, a High Elf Sorcerer found within Yashazmus's Shrine area.
The Ring of Flesh is an artifact that fortifies your health and unarmored skill. It can be found on the Corpse of Narlos Gedran in Balititashpi in the Armun Ashlands.
The Ring of the Hunt fortifies your Marskman skill and Speed. While this and three other rings are inspired by rings of the same names that appeared in The Elder Scrolls V: Skyrim, the rings cannot be one and the same - for Skyrim's versions were created during the events of Bloodmoon.

The Ring of Respite is an artifact with healing powers that is of some importance to the Imperial Cult. During the quest, The Ring of Respite, you will be sent to retrieve this ring from Windbreaker Keep.
The Ring of the Second Family is an item of jewelry belonging to the second family of Great House Hlaalu. It is planned to be included in a future Tamriel Rebuilt release.
The Ring of St. Seryn is a piece of jewelery belonging to the eponymous saint that slightly boosts your Luck and Endurance. Its 'gem' is made of guarskin - perhaps explaining its low value.

Shaman's Ring
A ring that bears a powerful Command enchantment, allowing you to control NPCs of 30 levels or less. The additional Blind effect will either help or hinder the NPC's aim in combat, depending on the version of Morrowind you are playing with.

It is one of the many rings in Tamriel Data that took inspiration from rings of the same name in the game Shadowkey, and cannot yet be obtained without the use of console commands.
Namira's Shroud is an artifact of the titular Daedric Prince. It is stored in the vault of Tholer Andas in Andothren, and is the target of the Orlukh Clan quest, Namira's Shroud. In this, the vampire ancient named Varos makes use of the Shroud to travel to the region of his lost clan.
While it lacks any obvious enchantment, the Shroud does in fact have special powers added via script. When worn by a vampire it removes the Sun Damage effect that would otherwise prevent that vampire from traveling about during the day without harm. However, it also confers a 30 pt Personality draining effect and a 50% Weakness to Fire.
Adorned with golden lining and fine ebony jewels, the Robe of Ebon Regency was woven in the halls of the Ebon Tower and gifted to the Raathim family of Morrowind during the early Third Era. The robe was soon acquired by Empress Regent Katariah Raathim, and became a symbol of her enduring reign until her death in 3E 200. The enchantment on the robe was said to have boosted the empress's influence around the empire, and significantly increased her popularity among the people of Tamriel. After her death, the robe was returned to the Ebon Tower and remains here to this day.
The Robe of St. Meris is the attire of St. Meris the Peacemaker, a famed healer. Fittingly, the robe provides potent restorative powers to the wearer on use.
